Esq.
Florida State Attorney

Re: Request for investigation and criminal prosecution of
Martin County Sheriff’s Captain Michael Ewing for misusing the Florida State
Databanks, conducting political campaign work while on duty, and committing
perjury during an internal affairs investigation
Dear Mr. Colton,
Enclosed please find a CD that contains sufficient
evidence to support the above request for an investigation and related criminal
prosecution. Documents regarding the two victim’s complaints, the sham
investigation, and the cover-up of the crimes are both included. The
original complaint plus a new complaint from the victims is also
included. Neither victim received justice in this matter. The
Martin County Sheriff’s Office apparently intended to keep their investigation
quiet by minimizing and not investigating all of Captain Ewing’s misconduct.
And they did not report his misconduct or their investigation to your
office. They do have a history of reporting other deputies who apparently
are not their friends or who they want to discredit.
We, as investigative experts, are sending you this
request because we are aware of another case involving Martin County Sheriff’s
Deputy Jennifer D. Heard. Her employment was terminated based on an
opinion from your office that her conduct was criminal although, as it turns
out, she had valid reasons to use the databanks and apparently you were
wrong.
In our recent complaint to you regarding the conduct of
MCSO Deputy Steve Leighton you indicated that you are not an investigative body
and referred us the MCSO for action. Although you do have investigators
on your staff, and Leighton works for the MCSO and is apparently a close friend
of the Sheriff, that didn’t seem to matter. You appear to be working in
behalf of the MCSO and not the citizens you have sworn to protect. We
hope that is not true as conduct such as that is unacceptable.
Lastly, we sincerely hope that you will review our complaint, conduct the necessary investigation, and do the right thing. The citizens of Florida are counting on you.
Thank you very much.

QUESTIONS: Did Assistant State Attorney Thomas Bakkadahl publicly support William Snyder for Sheriff of Martin County? Did he really take the position that Jennifer D. Heard had committed a crime by allegedly misusing the DAVID System? Did his opinion lead to Detective Heard's firing? Did he and his boss, State Attorney Bruce Colton, take the position that all of the numerous deputies from many other Sheriff's offices who illegally obtained restricted DAVID information did nothing wrong? Why do we call them public servants when they are merely taxpayer funded employees? Why don't they work for all of us instead of just themselves and their buddies?
